Well, really the voting system built into bulletin is very simple. It doesn't allow for multi wighted votes, as in 1st, 2nd, 3rd, etc. It only allows for either 1 or multiple votes. (In effect a person could then vote for 30 pictures)
Here is how it works - at the end of the month a person will be sent a email from votes@fourthirdsphoto.com and they will be given the opportunity to submit there 1st, 2nd, and 3rd place votes. For the pictures that they votes they should follow these guidelines:
1. a photo should fit the theme of this months contest.
2. A photo should be technically unique. It shows that the person
used creativity in the shot, and it wasn't just another snap shot.
3. emotional appeal in theory the shots should have some sort of
emotional appeal to them, which shows excellence.
You cannot vote for your own submission, but if you entered you can
still vote.
Comments on the photos is recommended but not mandatory.

I will then take all the votes, and tally them manually and then add the comments to the thread.
The results should be more instructional critique of the contest for the participants.
