    An interesting guess and (judging by google images) one with certain elements the appear similar to some in this place, but well off the mark.

    I've not been to British Columbia, but I was doing a google search for "starfish glass british columbia" and I ran across a reference to Starfish Glassworks which used to be in an old bank building at 630 Yates Street in Victoria. According to several guidebooks they had a kiln on the bottom floor, and an open catwalk above, which reminded me of your image. However Starfish Glassworks closed in 2006, and your picture was taken in 2015. Perhaps it is a remnant from when Starfish Glassworks was operational. Perhaps not.
